Tell user that author not set in Rebase Dialog

What steps will reproduce the problem?

  1. User info not set in either local or global config
  2. Open Rebase Dialog

What is the expected output? What do you see instead?
Expected: Prompt user that "User name and email must be set before commit"
Actual: "Start Rebase" button not enabled, the user does not know why

What version of TortoiseGit and msysgit are you using? On
what operating system?
TortoiseGit 1.7.14
