"Format patch" with a range of revisions doesn't export the first revision in the range

What steps will reproduce the problem?

  1. Select "Create patch serial" in the Explorer context menu of "Format
    patch" in the "Show log" window.
  2. Enter a revision range (in case of the "Show log" window it's already
    filled in).

What is the expected output? What do you see instead?

I'd expect the "From:" revision to be treated inclusively and be included
in the patch series, but it is not. This is largely annoying when a range
of revisions is visually selected in the "Show log" window, but the actual
exported patches don't include the first selected revision.

What version of the product are you using? On what operating system?
