Ignoring a file into info/exclude with seperate .git directory failed

The .git folder of the submodule is inside main repo, not inside submodule folder.

What version of TortoiseGit and msysgit are you using? On
what operating system?
TortoiseGit 1.7.12
msysgit 1.7.11
Win XP
