Unreadable message in TortoiseMerge

What steps will reproduce the problem?

  1. Execute shell command TortoiseMerge /base:"c:\folder\file that not exists.txt" /mine:"c:\folder\file that not exists.txt"
  2. See messagebox with unreadable message (screenshot attached)

What is the expected output? What do you see instead?

Set of chars at the end of message looks like standart localized Windows error message ("system can't find file"), but converted from CP-1251 to UTF-8 codepage and printed as CP-1251
