Installer Kills Windows Explorer (i.e. the windows desktop) and does not restart it

What steps will reproduce the problem?

  1. Install Tortoise Git.
  2. Confirm dialog that requests closing of explorer to continue.
  3. Upon completion of installation, note that explorer is not restarted (i.e. the windows desktop remains hidden).

What is the expected output? What do you see instead?
I would expect that the installer would restart explorer.exe after installation, but instead we are left with no windows desktop.

What version of the product are you using? On what operating system?
TortoiseGit-1.7.9.0-64bit on Windows 7.

Please provide any additional information below.
This issue is not new. I have seen it over several versions of the tortoise git installer.

WORKAROUND:
Manually restart explorer by:

  1. press ctrl-alt-delete
  2. Select start task manager
  3. Click the "new task.." button
  4. Enter "Explorer" in the "Create new task" dialog and click OK.
