Add function to control the TGitCache module

Could you add Explorer context menu items to control TGitCache, such as re-caching, pause caching and resume caching?

It is inconvenient to kill TGitCache regularity from Task Manager when I find the overlay icons are incorrect or want to temporary disable caching for performance.

  1. Re-caching: When icons are incorrect after pressing "Refresh", TGitCache should reload the status; or simply be killed so that TGitCache can be launched again.

  2. Pause caching and resume caching
    I can see TGitCache consumes considerable amount of CPU time when files in repositories are changing. For performance issue of tasks related to files in repositories, temporary pause caching may help.

I think Explorer context menu is better than tray icon approach in TortoiseHg
