Stop using python3 in publish job

Following #159 (closed)

I would prefer to solve #158 (closed) without python to run our default image without external dependencies.

Most usages are regex find and replace.

But I don't know if there is anything capable of parsing arbitrarily formatted JSON for merge_json function
