Show the comment label button for users <1 week old

It seems to happen quite frequently that a new user will read about comment labels and not see them, maybe missing the part where they only become available once their account is a week old and then being confused. So I think it'd be smart to add something like the picture below, show the Label button to everyone but don't show the buttons if they're <1 week old. And tell them they'll have to wait a little longer:

It could also include a link to the docs section about comment labels, this way new users aren't just suddenly met with a new button and go "huh what's this?" without any information.
