[ENH] Now it is possible to broadcast to all groups one belongs to. Admin can broadcast to any group.
"Registered" group is no longer listed as a group one can broadcast to due to the fact that there is "All users" option with which one can broadcast to every user if permissions are ok. One can also no more broadcast to admins (can someone add new permission, so that only those who have it could broadcast to admins?)
