TM requires root privileges for web interface

Hello,

I'm using semi-shared hosting - kind of managed VPS - where I can install/compile/use my own applications, creating db-es etc. but Tiki Manager requires root privileges:

In EnableWebManagerCommand.php line 134:
                                                                        
  You need to run this script as root to write to configuration files.  

and I wonder why?
