[Add] Retry churn on failure

This configures a "follow up" churn in the event that we don't have a successful churn, which is every hour by default. This is to ensure we don't wait an entire three day to attempt to churn again in the event the churn fails due to one person (or more). It also ups the amount of slash points that person will get over time for not having a successful churn run.
