Add thorchain oracle provider

Adds a new provider that uses the /network api endpoint to get the rune_price_in_tor and reports it as RUNE/USD. As a workaround to the missing volume information, it is assigned twice the volume of the provider with the highest volume (Binance on non US nodes).

With !4193 (merged) , we can use on chain volume data and use this provider for every base pool
