[lint] Fix Build

The build pipeline for !3614 (merged) did not check the files with other network build tags so it failed on develop as they were not updated for the changed function signature. This just removes those files since they are presently unused and were only stubbed to show how simulation will expand to testing beyond mocknet in the future.
