[simulation] Fix Mocknet AVAX/BSC and Enable in Simulation Tests

This fixes issues with mocknet Avalanche and rolls BSC back to the last version with a functioning dev mode so both can be enabled in simulation tests. I was unable to get the latest BSC daemon versions to mine blocks in dev mode - it's unfortunate we cannot run tests against the release version, but some tests against the prior version are preferable to no tests and fiddling with that has already been a time sink. Perhaps a future upstream change will resolve that or we'll stumble on the cause at some point.

Earmarks to polish a few quirks in simulation tests and also update CI to run them on all PRs (though success remains optional for now).
