[feature] Queue API internal

The API endpoint to get queue information is changed to differentiate between what is an outbound transaction, and an internal transaction.

Often times during a churn, the queue gets large (which is normal), but it gives the community a false sense of being backed up, as churn transactions don't affect outbound transactions.
