misc minor bug fixes while testing multichain

  • fix typo in bifrost config
  • update half of the mimir addresses since we change our hdpath
  • txout should never have a maxgas of zero. If we do, then we could put an txout in an infinite loop
  • return in validator manager only if we start to ragnarok
