[feature] Affiliate Fee support

This change allows a swap memo to add affiliate fees. This will send some percentage (by basis points) of an incoming swap to redirect some of those funds to a thor address (affiliate address).

This will be a mechanism built into the protocol itself, as a means for third part entities to use THORChain to earn money on every swap (ie wallets and CEXes).
