[BUG] BTC sending dust to customer didn't observe back

Recently we made a change in BTC/BCH/LTC, if the output value is less than 10000 sats , it doesn't observe , however , thorchain will send out dust (less than 10000 sats) to customer ,when user do a swap We need to observe the outbound , even the output value is dust
