[BUGIFX] Start Bifrost block scanner on proper height

1. Use THORChain last observed height if available
2. If start_block_height specified in configuration AND > block scanner storage then use that
3. If block scanner storage height > 0 start where we left of we that one
4. Fetch latest height from the chain itself
