[ChaosNet] Artificial Ragnarok

On the chaos branch, we want to ensure a Ragnarok event occurs. We want to rotate people in for three weeks, hitting a max of 12 nodes, each with a min bond of 100k rune. After the three weeks, we start to rotate people out and eventually trigger a ragnarok. The whole thing should exit by block height 725k.
