Ban handler should not require nodes to deposit bond

There has been some discussion among devs and since the ban itself requires consensus, there should be no need for the current 0.1% min bond payment to post a ban.

After additional discussion devs are inclined to extend the ban with a configurable penalty to banned nodes - as simply kicking them out is lackluster punishment for nodes that cause enough disruption to the network to be banned.
