ADD: MOVE TO ASGARD LESS THAN 6 NODES

PROBLEM

Ragnarök is quite complicated to account for non-responsive Yggdrasil.

Solution

Since there is only one Yggdrasil vault, and only one Asgard, prior to reach 3 of 4 network collapse the vaults into Asgard.

This will make accounting very simple when it is time to Ragnarök

Implementation

When 4 of 6 nodes, there is 1 Asgard and 2 Yggdrasil pools. When the 6th node leaves, we then churn, and roll the vaults and put all assets into Asgard.

As we go 6 -> 5 -> 4, there will be sufficient time to find and slash non-responsive Yggdrasil vaults, and leave all the remaining assets in Asgard.

Come Ragnorök, we then simply do transactions from Asgard.

Regrowth

If we go down to 4 nodes, then back up again, then at the point of 6 nodes, roll the vaults back into a Yggdrasil pool.
