[BUG] Outbound transaction doesn't need confirmation counting

At the moment , if an outbound transaction get bundle with another inbound transaction which has large amount value , the outbound transaction will be confirmation counted.

Thus cause the outbound observation to be delayed , outbound transaction doesn't need to be confirmation count
