[BUG] Bifrost doesn't need to consolidate UTXO if it is not part of the keygen member

At the moment, bifrost will monitor all active asgards' inbound addresses , for UTXO based chains , it will try to consolidate the UTXOs if it reach a threshold. However , the network has two active asgards , one node can only belongs to a asgard , not both.

When consolidate UTXO , if bifrost doesn't belong to the asgard , it doesn't need to do consolidate
