[ADD] Update asgard vault to include those dropped tx
During the consensus failure , and network restart, bifrost didn't shutdown in time. So when thornode is in consensus failure , bifrost was scanning blocks on external chains , and continue to report observations Those observation get send to thornode will be pushed into mempool , however there is a limit to thornode's mempool , at the moment it is 5000 transactions. When the mempool is full , extra transactions will be purged.
As a result of that , some of the binance tx didn't reach observation consensus , thus didn't get processed. Majority of those are switch BEP2 RUNE -> Native RUNE
