[BUG] Reduce the number UTXOs need to consolidate

At the moment, when BTC/BCH/LTC/DOGE all these chains trying to sign outbound from asgard , it will try to consolidate UTXOs spend 15 UTXOs at a time

When all the chains are signing outbound at the same time 15 UTXOs cause contention in TSS , make it controlled by mimir , so it can be adjusted
