[ADD] Additional Solvency checker

Each block, bifrost diffs the Asgard vault wallet balances from the current block to the previous block. Then sees if the observed inbound minus outbound accounts for that diff. If the diff doesn't match, bifrost halts that specific chain and the observation is never witnessed.
