Add v2/debug/block page to help understanding Midgard functionality

This is like tendermint/block_results?height=X except:

  • it unwraps the base64 encoded fields
  • can accept block timestamp

Midgard is a thin layer over the events. Being able to see the events allows us to decide if a given issue is in Midgard or deeper.
