Draft: cosmos daemon (gaia)

Initial pass for a (hopefully) generic cosmos daemon helm deployment. The first implementation is Cosmos Hub / gaiad, the public net that hosts ATOM. This is required to create a Bifrost connection to serve ATOM assets on THORChain.

TO DO:

  • deal with chain split at block 6910000 to upgrade to version 5.x.x without having to prompt the user
  • testnet
  • startup / liveness probes
  • mock net
