BUG: Pools are being created with zero balances

Current: Create pool is sent with no assets, leading to pools being created with no balances.

Fix: CREATE pool is sent with RUNE and TOKEN which creates pools with starting balances.

ie,

Transaction is a multi-send with two tokens with the MEMO: CREATE:SYMBOL-XXX
