FIX: Transaction Types during Bootstrap.

During bootstrap it is not wise to open for swapping immediately because the liquidity will be too low.

Since there is no volume, we will be paying out incentives to stakers to deposit their assets and artificially create a return.

We will use the ADD: transaction to add assets to the pool. We don't want users to withdraw this too early and we don't want swapping.

During Bootstrap:
