ADD: api endpoint to query observer accounts

Add a query endpoint to statechain, something like /swapservice/observer, return a list of observer accounts, it will be used by observer , when it start up, it could query statechain to see whether it's account had been trusted by statechain or not.

because , if the account is not trusted, observer won't be able to send tx to statechain
