If a field is not included in the configuration, could it be not overlayed?

I created a record in Koha, included a field 590. Then overlayed this record with a updated record without a 590 marc tag, thinking that if this field was not in the configuration, it would not be one of the fields that overlayed. This did not work, the new record overlayed and removed the 590.
