If a lending request is cancelled the hold on the borrowing account should be cancelled

Currently if a library can't fill the hold and cancels it through the ILL module the hold in Koha remains.

If the Koha hold is canceled the request isn't updated.

• Cancelling the Koha hold should send the cancellation message to the central server.
• Cancelling in the ILL module should cancel the Koha hold.
