Improve TLS

We need to improve the various sections and take into account community feedback:

• TLS version usage should reference BCP 195 (Reported-By Linda)
• Add expectation regarding TLS 1.3 (Reported-By Linda)
• Consider talking about Mozilla Server Side security guidelines for configuration (Reported-By el0)
