Display timezone when hovering a timestamp

There are a bunch of places where Agora display timestamps, and this is what it looks like:

The problem is that looking at this timestamp I have no idea what timezone it is in. My local timezone? UTC? The timezone of the server? And the hover tooltip does not help.

Please, add the timestamp’s timezone to its hover tooltip. Ideally, maybe, just use the ISO format for displaying dates in tooltips.
