Make soru client public

Context

While working on %SORU Kernel Gallery Milestone Parent (Q1), the need arose to write a daemon demonstrating how to execute messages in a rollup's outbox. This is most easily accomplished in OCaml with lib_sc_rollup_client.

This MR exposes that library publicly.

Note the dependency on !8101 (closed) is artificial, and just to make working on the stack of MR's related to the kernel gallery easier.
