WASM: Introduce the first revision of the WASM PVM

Context

We introduce the first revision of the WASM PVM.

With this MR, only newly originated smart rollups can benefit from this new revision. Later, we plan to introduce a dedicated internal message, emitted during protocol migration, to make every existing rollup upgrade to this new revision.

Checklist

  • Document the interface of any function added or modified (see the coding guidelines)
