Proto: remove toru manager operations

Context

Removes the now-dead code of toru manager operations. The tags are now blocked and it'll fail at compilation time if a new operation is registered with an toru tag.

Manually testing the MR

Existing tests and try to change one operation's tag to use an old toru one.
