Reduce `max_timestamp_drift` value
This MR complements !2386 (merged).
Given that with Emmy* blocks will (normally) be produced every 30 seconds, allowing a drift of 15 seconds seems exaggerated.
Given that clocks are generally well synchronized, reducing this constant to 5 seconds seems reasonable.
