Releases: Replace [octez_release_tag] pipeline with [octez_{major;minor}_release_tag] pipelines on tezos/tezos

What

This merge request allows the new octez_major_release_tag and octez_major_release_tag on tezos/tezos instead of octez_release_tag.

In addition, Teztale can have minor releases on tezos/tezos

Why

After that MR, the new release process can be applied with actual releases on tezos/tezos
