Description: Have the test suit of ecosystem software run against the Tezos protocol / Octez shell bleeding edge

Acceptance criteria: A proof of concept of:

1. packaged 3rd-party test suite format
2. an instantiation for the above format (taquito)
3. a runner for 3rd-party test suite
4. a ci that runs all 3rd-part test suites against octezt bleeding edge
