Option to use lightweighted database for replacing postgresql

For a more casual and in a self-hosting setup, a full sized postgresql will not much value and will incur additional unnecessary costs. A canonical example would be Sqlite but ecto v3 isn't compatible with Sqlite. Read https://github.com/phoenixframework/phoenix/issues/3218#issuecomment-458615917
