LLVM 11.1.0 undefined reference to `LLVMOrcJITTargetMachineBuilderCreateFromTargetMachine'

For some reason the linker cannot find LLVMOrcJITTargetMachineBuilderCreateFromTargetMachine. This only happens in LLVM version 11. For version 12 and 13 it works fine. This is the only function that does not work, other functions work fine.

In the llvm source there is a similarly named function called LLVMOrcJITTargetMachineBuilderFromTargetMachine in OrcV2CBindings.cpp. This one does not work as well.
