After tango-controls/cppTango!1517 was merged PyTango does not compile anymore. - Fix the compilation issues due to API changes. - Implement the run-time configuration. - Implement the use of topics for filtering emitted spans. - Update usage of environment variables (some name changes). - Update docs with telemetry examples.
