Implement telemetry RFC (runtime configuration, topics, etc)

After cppTango!1517 (merged) was merged PyTango does not compile anymore.

• Fix the compilation issues due to API changes.
• Implement the run-time configuration.
• Implement the use of topics for filtering emitted spans.
• Update usage of environment variables (some name changes).
• Update docs with telemetry examples.
