[Documentation] Tango.server.attribute supported arguments documentation is outdated

Supported arguments for tango.server.attribute could be outdated, needs investigation. Description could use some updates and I think it be nice to use the regular :param xx: syntax supported by docstrings rather then the current ASCII table.
