OSI Compliant license required

In order to get our gitlab.com Ultimate plan renewed, we need to ensure all the git repositories under gitlab.com/tango-controls have an OSI approved license.

Could you please add a License file asap for this repository?
I could not find any mention of an OSI approved license in the code comments.

If no OSI approved License file is added soon, we'll move this repository out of gitlab.com/tango-controls workspace.
