Outdated versions referred as latest on the website and documentation

https://www.tango-controls.org/downloads/ links to version 9.2.2 (Windows) and 9.3.4 (Linux/source).

The linked documentation page about "Installation" then "Source" (https://tango-controls.readthedocs.io/en/latest/installation/source.html) says "The latest source code release is 9.3.5."

I hope this repo is correct for the issue, otherwise please let move/let me know where to put it instead.
