Tango v10 performance benchmarks related to telemetry

As part of the v10.0.0 release process, some notes on the performance impact of the new telemetry feature may be useful. This ticket is a place to record such information.

You are welcome to add details of any benchmarking you have done and your results. For v10.0.0, and future 10.x versions. Different Tango kernel implementations are of interest.

Initial work is mentioned in this thread.

It may be useful to use/extend the standard tests show the impact of this feature.
